A. The City Council has delegated authority to the City Manager to negotiate lease contracts up to $30,000. Any lease that exceeds $30,000 must be done through the RFP process. The City Council must award all lease contracts.
B. The City Council may lease any land, building, or part thereof owned by the city by public auction, sealed bids, or negotiation. Prior to the approval and execution of any such lease, the city shall publish a "Notice of Intent to Lease City Property." The City Council may in its discretion, reject any and all offers.
