For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
HAZARDOUS MATERIAL. As defined by the United States Department of Transportation, including one that poses an unreasonable risk to the health and safety of the operating or emergency personnel, the public, and/or the environment if not properly controlled during handling, storage, manufacture, processing, packaging, use, disposal, or transportation.
