No person, partnership, firm, or corporation shall kindle or maintain, or authorize any fire to be kindled or maintained, with garbage, tires, roofing materials, paint, building or construction materials, or any other toxic materials. Burning of such materials shall be a direct violation of this chapter. Permits shall not be issued for burning the within designated items.
