(A) In any residential, commercial, and industrial districts, every use, building, or structure established after the effective date of this chapter shall be on a lot or parcel which adjoins a public street.
(B) In any agricultural district, every use, building, or structure established after the effective date of this chapter shall be on a lot or parcel which adjoins a public or private easement of access to a public street.
