(a) There is hereby established an auxiliary police unit within the Police Department to consist of one Captain, two Sergeants and not more than 24 patrol officers. The Mayor shall appoint the members of the unit and shall be the executive head thereof. Auxiliary police officers shall be called to duty during periods of emergency or other times requiring the protection of the health and welfare of the residents by the Mayor or the Police Chief. The Police Chief shall have exclusive control of the stationing of all auxiliary police officers and specifying their duties under such general rules and regulations as may be prescribed by the Mayor and Council. Further, auxiliary police officers, while on duty, are subject to the classified orders of the Police Department as established by the Chief, and are under the immediate authority of the Police Department shift officer (OIC). Auxiliary police officers working uniform part-time jobs are subject to scheduling by the Captain of auxiliary police or the officer in charge of part-time jobs for the Police Department or the Police Department Liaison Officer. No auxiliary police officer shall appear in public in uniform unless so scheduled or called to duty as prescribed above. Auxiliary police officers shall be compensated for their services according to the provisions of Chapter 260 of these Codified Ordinances, and, in addition thereto, upon terms available, the city shall provide and pay for professional liability insurance and liability insurance for members of the unit. Members of the auxiliary police unit are not eligible for membership in the Police and Firemen’s Disability and Pension Fund. Members of the auxiliary police unit shall not be in the classified service of the city.
(b) During periods of emergency callout, auxiliary police officers shall assist members of the Police Department by performing whatever functions are necessary to protect life and property as may be assigned by the Police Department Shift Officer. Auxiliary police officers may work other, nonemergency jobs only as approved and scheduled through the Police Department. Auxiliary police officers shall not work in place of or perform the same assigned duties of regular officers of the City Police Department in nonemergency situations.
