Council, pursuant to Civil Service Commission Rule 4(h), hereby declares its intent that the position of Captain in the Police Department shall be an exempt, non-civil service classified position. The Mayor, pursuant to Article V, § 5(b), of the City Charter, shall appoint the Captain upon the recommendation of the Police Chief and the Safety Committee of Council. The Police Captain may be terminated for just cause by the Mayor pursuant to Article V, § 5(b), of the City Charter, with recommendation for termination by the Police Chief. The Police Captain may also be transferred or reduced by the Mayor, with recommendation for such transfer or reduction by the Police Chief. If transferred or reduced, the Police Captain shall revert to the classified civil service status held by him or her at the time of his or her appointment.
