§ 660.086 AIR POLLUTION.
   (a)   No person shall cause or permit the emission within the city of smoke the density of which is equal to or greater than No. 3 of the Ringelmann Chart, as published and used by the United States Bureau of Mines, from any steam roller, derrick, shovel, tar kettle or other similar machine, or from the smokestack or chimney of any building or premises, or from any sand blasting operation, or from any incinerator, except for six minutes in any one hour, during which time the firebox is cleaned out or a new fire is being built therein. Such unlawful emission is hereby declared to be a nuisance and may be summarily abated by any member of the Police Department, in addition to the penalty provided for in division (b) of this section.
   (b)   Whoever violates this section is guilty of a misdemeanor of the third degree.
