The City of Solon shall have all the powers, general or special, governmental or proprietary, which may now or hereafter lawfully be possessed or exercised by municipalities under the laws of Ohio. All such powers may be exercised in the manner prescribed in this Charter; or, if not prescribed herein, in such manner as Council may determine; or, unless a contrary intent appears in this Charter or in the enactments of the Council, as may now or hereafter be provided by the laws of Ohio.
