(a) No motor transportation company or private motor carrier shall operate any motor vehicle upon the roads, streets or highways in the city without carrying a log book and safety equipment and without complying with all other rules and regulations prescribed by the State Public Utilities Commission.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
