(a) No motor transportation company or private motor carrier shall operate any motor vehicle in the city for the transportation of persons or property, for compensation or for hire, without first obtaining a certificate of necessity, as required by R.C. § 4921.07.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
