SECTION 3. ASSISTANCE FROM LAW DIRECTOR TO INITIATIVE, REFERENDUM OR RECALL.
   (a)   The electors who sponsor an initiative, referendum or recall petition may, if they desire, request certain assistance from the City Council; provided, however, that the electors who sponsor such petitions and who request such assistance present to the City Council a written request stating their proposal and signed by at least 100 registered voters, or by a number of registered voters equal to at least one percent of the number of electors who voted for Governor at the last preceding general election in Solon, whichever is the greater.
   (b)   The assistance requested from the City Council may include all or part of the following:
      (1)   Approval as to form of such petition prior to the circulation thereof; provided however, that in the case of referendum petitions, the submission of such petition to the City Council shall be made within a period of five days after the adoption of the ordinance or other measure sought to be referred.
      (2)   Advice as to the legal requirements involved in the circulation and filing of such petition.
   (c)   City Council shall supply the group an attorney as Special Counsel at city expense to counsel the group as to the issue outlined in (a) and (b).
