A person desiring to file a complaint against another person, firm or corporation for any violation of any section of these Codified Ordinances, or any statute of the state, shall be required to deposit at the time of the filing of the complaint the sum of $15 to ensure the payment of costs, which sum shall be refunded when the court costs are imposed and collected.
