The School District and its employees are hereby excluded from the jurisdiction of the City Civil Service Commission. The City Civil Service Commission shall not take any action related to examinations, applications, eligibility, appointment, transfer, layoff, reinstatement, discipline, removal or any other matter with respect to the School District or its employees.
