SECTION 3. DIRECTOR OF FINANCE.
   The Director of Finance shall be the head of the Finance Department and the fiscal officer of the City. The Director of Finance shall be appointed by the Mayor, subject to confirmation by a majority of the members of Council, for a term running concurrently with the Mayor. The Director of Finance shall serve the Mayor and the Council as financial advisor in connection with municipal affairs. The Director of Finance shall examine all payrolls, bills and other claims against the City and shall issue no warrant unless such Director of Finance shall find that the claim is in proper form, correctly computed and duly approved, and that it is due and payable, and that an appropriation has been made therefor. The Director of Finance shall conduct internal audits of the assets and financial records of all city departments as the Mayor, Council or such Director of Finance shall find necessary. In addition, the Director of Finance shall perform such other duties consistent with his office as the Mayor or the Council may request. The Director of Finance shall have knowledge and experience in accounting, taxation or business administration and provide evidence of either: (1) a license as a certified public accountant, with at least three years experience in municipal government accounting or (2) a bachelor’s degree with a major in finance, accounting, or business-related field and shall have no less than six years accounting experience with at least three such years working in municipal governmental accounting.
