No house trailer shall be placed or occupied within this city unless a permit to do so is first obtained from the Chief Building Official. The application for such permit shall be accompanied by a fee of $25 and shall state specifically the nature of the emergency which necessitates the placement or occupancy of the trailer. Every application for a two-week extension in the habitation period as set forth in this chapter shall be accompanied by an additional $10 fee.
