No person shall occupy any house trailer within this city as a place of habitation for more than 42 days, whether consecutive or not, in any calendar year, nor being the owner or in control of a house trailer, permit it to be so occupied in violation of this section, except that this period can be extended for a period of two weeks, and for additional periods of two weeks thereafter, upon application to the Chief Building Official and for good cause shown.
