Any person, firm or corporation desiring to locate, construct or maintain any pool regulated by this chapter shall first submit to the Chief Building Official plans therefor, showing the size, depth and type of construction and a drawing to scale showing the location of the barrier and gates and the location of the pool with reference to any house or building situated on the pool lot and on adjoining lots. If the plans and location of the pool conform to the requirements of this chapter and all other regulations of the city, the Chief Building Official shall issue a permit upon the payment of the fee.
