The City Engineer shall not issue a structure moving permit unless it is first determined by the Planning Department that the proposed location of the building or structure conforms to the Zoning Code and that the building or structure fully meets all the requirements, standards and specifications of the Zoning Code and this Building and Housing Code. The Planning Department shall also examine the design, use of materials, finish grade lines and orientation of all structures proposed to be moved, and the Planning Department shall not approve the granting of a moving permit unless it is satisfied that the buildings or structures will maintain a high character of community development and will protect real estate within the neighborhood from impairment or destruction of value.
