Before the City Engineer shall issue any structure moving permit he or she shall first secure the approval of the Police Chief relative to any traffic control problems and to clearances and gross weight of the structure on the streets. The moving of any such building or structure shall be subject to the supervision and direction of the Police Chief and the City Engineer during the occupancy of a public street by such building or structure. In the process of moving, a house or other structure shall not be permitted to be parked or to remain in a stationary position on any public street or on any lot other than one to which it is being moved.
