The permittee shall remove the entire building, including all walls, roofs and floors, to two feet below the ground level, and all basement floors shall be broken up. Basements shall be filled and compacted with material approved by the City Engineer. Topsoil shall be placed over each structure site to a depth of approximately four inches and the area re-seeded as specified by the City Engineer.
