§ 1450.01 CONSTRUCTION OF DRIVEWAY ENTRANCES; CULVERT REQUIRED; SPECIFICATIONS.
   No person shall construct or maintain any driveway entrance to private property within any public road in the city unless a culvert is provided therefor in accordance with the terms of this chapter or unless the City Engineer determines that such culvert is unnecessary. Any such culvert shall be constructed of corrugated galvanized iron or reinforced concrete and shall be a minimum of 12 inches in diameter and 20 feet in length of other length acceptable to the City Engineer. The exact size and length of the pipe and its grade shall be determined by the City Engineer. Such culvert shall be installed at a depth that will permit the unrestricted flow of ditch water under the driveway and through such culvert in accordance with standards and specifications prescribed and on file in the office of the City Engineer. Application for the construction of a culvert shall be made to the office of the City Engineer and its construction shall be subject to the supervision of the City Engineer to ensure that it complies in all respects with the terms of this chapter. The provisions of this chapter shall not apply to property fronting on streets having a curb and gutter.
