The Chief Building Official shall, on or before the last Monday in each year, make and file with the Director of Planning and Economic Development a carefully prepared and itemized statement of any amount of money required by his or her Department for all purposes for the ensuing year, beginning on the first day of the next April, such estimate to be given for each month.
