(a) All revenue derived from the operation of the Grantwood Recreational Park and Golf Course shall be used exclusively for daily operations of the Grantwood Recreational Park and Golf Course. To the extent reasonable and practical, the Grantwood Recreational Park and Golf Course shall be operated so as to be financially self-sustaining. However, capital expenditures for projects or items with useful lives of five years or more and debt service payments for Grantwood Recreational Park and Golf Course may be made from other city funds established for those purposes.
(b) Fees for all Grantwood Recreational Park and Golf Course programs shall be set forth by the Director of Recreation and shall be subject to change as the Mayor or his or her designee deems necessary in accordance with the annual budgetary appropriations authorized by City Council for the Grantwood Recreational Park and Golf Course.
(c) The Director of Recreation shall be responsible for planning and preparation of a proposed budget for Grantwood Recreational Park and Golf Course to be submitted to the Mayor on or before a date to be determined by the Director of Finance. Such budget shall take into consideration the obligations of maintenance, operation, upkeep and protection of buildings, lands and other facilities devoted to Grantwood Recreational Park and Golf Course.
