No person shall use or permit to be used on a regular basis, any part or portion of a residentially zoned lot or parcel of land (including land in the R-1-A, R-1-B, R-1-C, R-1-D, R-1-E, R-1-F, R-2 and R-3 Districts) for the purposes of a roadway or other means of ingress to or egress from the same or another lot or parcel of land by any industrial or commercial vehicle.
