Materials used in connection with the construction of any improvement required in connection with the development of a new subdivision or within any established street or road shall be tested in accordance with the standards used by the city for general improvements undertaken by it. Any costs incurred for laboratory, shop and field tests shall be borne by the developer or the person undertaking the construction of the improvements.
