The Director shall be responsible for planning and preparation of a proposed budget for the Department of Senior Services to be submitted to the Mayor on or before a date to be determined by the Director of Finance of each year. Such budget shall take into consideration the obligations of maintenance, operation, upkeep, protection of buildings, lands and other facilities and vehicles devoted to senior uses.
