Where the subdivision is located in an established sanitary sewer district with public sewage treatment facilities, the subdivision will be provided with a complete sanitary sewer system even though a public main may not then be immediately accessible to the subdivision. If a public sewer main is reasonably accessible, in the opinion of the Commission, the sanitary sewer system shall be connected to such sewer main. Where the subdivision is not located in an established sanitary sewer district with public sewage treatment facilities, a note to that effect shall be made on the plat informing future purchasers that provision must later be made for the disposal of sanitary wastes by the installation on each lot of an individual sewage disposal system meeting fully the requirements of the County Health Code. No storm flow or seepage water may be discharged into any sanitary system.
