§ 1240.02 DEFINITIONS.
   For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   (a)   BLOCK. A tract of land bounded by streets.
   (b)   CITY. The City of Solon, Ohio.
   (c)   COUNCIL. The Council of the city.
   (d)   COMMISSION. The City Planning Commission of the city.
   (e)   MAJOR STREET PLAN. The plan of existing and proposed streets adopted by Council.
   (f)   MAJOR SUBDIVISION. Any subdivision of land that involves the opening, widening or extension of any street or road, or that involves more than five lots.
   (g)   MINOR SUBDIVISION. Any subdivision of land that does not involve the opening, widening or extension of any street or road and the entire parcel does not involve more than five lots.
   (h)   SECRETARY. The Secretary of the Commission.
   (i)   SERVICE DRIVE. A passage or way affording generally a secondary means of vehicular access to abutting properties and not intended for general traffic circulation.
   (j)   STREET.
      (1)   A right-of-way, publicly or privately owned, which provides public vehicular and pedestrian access to adjacent properties.
      (2)   All STREETS are divided into the following classifications.
         A.   MAIN THOROUGHFARES. All state highways.
         B.   PRINCIPAL STREETS. All county roads.
         C.   SECONDARY STREETS. All others 40 feet or more in width.
   (k)   SUBDIVISION.
      (1)   The division of any parcel of land shown as a unit or as contiguous units on the last preceding tax roll, into two or more parcels, sites or lots, for the purpose, whether immediate or future, of transfer of ownership; or
      (2)   The improvement of one or more parcels of land for residential, commercial or industrial structures or groups of structures involving the division or allocation of land for the opening, widening or extension of any street or streets, except private streets serving industrial structures; the division or allocation of land as open spaces for common use by owners, occupants or lease holders or as easements for the extension and maintenance of public sewer, water, storm drainage or other public facilities.
