(a) Whenever a Major Street Plan or a Neighborhood Street Plan has been duly adopted, the Commission may prepare mapped street plats at such times and in such sequence as it deems proper to reserve land for future use for streets. Whenever the Commission has made and certified to Council a mapped street plat, or amendment thereof, showing any mapped street line, Council shall hold a public hearing thereon, notice of the time and place of which shall be given in the manner prescribed by R.C. § 713.12 or any other similarly designed or intended statutory enactment.
(b) After such hearing, Council may adopt or reject the mapped street plat or may modify it. If the Commission disagrees with a modification proposed by Council, the modified plat may be adopted only by at least a three-fourths vote of the membership of Council. After the adoption of the mapped street plat, the Clerk of Council shall transmit one attested copy of the adopted plat to the County Recorder who shall place it on the public records.
(c) The resolution of adoption of the plat shall set forth the purpose of the action, the necessity for the future street and the effective period of the plat. The effective period shall not exceed ten years, but the plat may be readopted or revised at any time by the same procedures as for the original. The making or the certifying of a plat by the Commission, or the adoption of a plat by the Commission, shall not constitute the opening or establishment of any street or the taking or acceptance of any land for street purposes.
