(a) Whenever a Neighborhood Street Plan has been duly adopted, the location of any street and the layout of any subdivision of land proposed within the boundaries of the Plan shall substantially conform to the local street pattern shown thereon as well as complying with the provisions of the Subdivision Regulations of the city. Although the street pattern of any proposed subdivision may vary from the approved pattern, the underlying system of vehicular and pedestrian circulation, including the general direction and extent of the streets and their relationship to the topography, shall be reflected on the subdivision plan.
(b) It shall be construed that a purpose of the Neighborhood Street Plan is to encourage the developer to prepare alternative subdivision plans for consideration by the city. Any drainage system and any land designated for public use upon a Neighborhood Street Plan shall be reserved and be in general accord with the Plan.
(c) Furthermore, whenever a Neighborhood Street Plan has been duly adopted, the Commission may prepare a mapped street plat of those streets or parts thereof which are designated as planned local streets, and the city may adopt the plat in accordance with the procedures established hereinafter in Chapter 1226.
