(a) The Neighborhood Street Plan shall encompass a system of vehicular and pedestrian circulation of a neighborhood, and may include drainage and public lands.
(b) The Plan shall be prepared at a scale of 400 feet to the inch or a more detailed scale, and show, but be not limited to, the following:
(1) Presently dedicated streets, topographic and physical data:
A. The major boundary streets and any secondary streets;
B. Local streets within the boundaries;
C. Topographic data and contours at two-foot intervals; streams, bodies of water and other natural features; and
D. Subdivisions, dedicated and approved, and all lot lines.
(2) The location and extent of all planned streets and facilities:
A. Major and secondary streets; the mapped extension, relocation, widening, narrowing, vacation, right-of-way and pavement widths;
B. Planned local street pattern; those streets or parts thereof which are recommended as forming the most desirable street pattern for the future subdividing of the land, although only one of several possible variations;
C. Mapped local streets; those streets or parts thereof which are a necessary element of the neighborhood street pattern in a specific location;
D. Land planned and reserved for public use; and
E. Drainage and other easements.
(3) Titles and certificates:
A. Title, north point, legend, scale; and
B. Certificates of recommendation by the Commission and adoption by Council.
