(a) Whenever a Major Street Plan has been adopted and street plans of a neighborhood have been studied and prepared, the Commission shall hold at least one public hearing on the recommended Plan, or any amendment thereto, and shall give public notice of the time, place and purpose thereof in the manner prescribed by R.C. § 713.12 or any other similarly designed or intended statutory enactment. A copy of the Plan shall be on display in the Municipal Building during such period. After such hearing, the Commission may adopt or reject the Plan or may modify it.
(b) After approval by resolution, the Commission shall recommend the Plan to Council. No such Plan which violates, differs from or departs from the Plan submitted by the Commission shall be adopted before Council shall advertise and hold a public hearing thereon, after public notice given in the manner prescribed in the preceding division. The Plan shall not take effect unless the adopting ordinance is passed by not less than three-fourths of the membership of Council. Thereafter, the Plan may be amended by successive resolutions and/or ordinances covering parts of the Plan.
