§ 1222.01 PURPOSE AND INTENT.
   (a)   The Major Street Plan is a map showing a system of vehicular circulation, comprised of the present and proposed major streets of the city and adopted pursuant to law.
   (b)   The general purpose and intent of this chapter shall be to guide the preparation of major street plans in order to promote safety, convenience, comfort, prosperity and general welfare and, specifically:
      (1)   To provide a convenient street system to effectively serve the traffic generated by the residential, business, industrial and other developments and to facilitate the flow of traffic through and around the city;
      (2)   To coordinate the planning of the municipal streets with adjoining municipalities and with the county and state highway systems;
      (3)   To establish a system of major streets so as to reduce the use of local streets for through traffic, thus improving the safety and comfort of the residents along the local streets;
      (4)   To guide the planning and regulation of land use along the major streets in order to minimize the marginal interference with the free flow of traffic, and to protect the developments along such streets from the adverse effects of concentration of traffic;
      (5)   To establish the location and width of major streets to obtain the dedication of adequate rights-of-way when the land is subdivided and to guide the planning of local streets in residential, business and industrial subdivisions;
      (6)   To provide a framework for the study and preparation of more detailed neighborhood street plans and mapped street plats and establish a program for reserving and acquiring rights-of-way; and
      (7)   To provide a basis for making street improvements in accordance with a capital improvement program.
