For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(a) RIGHT-OF-WAY. A strip of land measured between property lines, dedicated for use by the public for street or other purposes.
(b) ROADWAY. The portion of a street improved, designed or ordinarily used for vehicular traffic, except the berm or shoulder.
