For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(a) CONTROLLED-ACCESS HIGHWAY. A street to which owners or occupants of abutting lands and other persons have no legal right of access to or from the same, except at such points and in such manner as may be determined by the public authority having jurisdiction over such street or highway.
(b) EXPRESSWAY. A divided arterial highway for through traffic with full or partial control of access with more than 50% of all crossroads separated in grade.
(c) FREEWAY. A multi-lane highway for continuous traffic flow with all crossroads separated in grade and with full control of access.
(d) MARGINAL ACCESS STREET. A roadway, usually one way, separated from and parallel to one or both sides of the express lanes of a highway and providing direct access to the abutting properties.
