The Director shall be responsible for planning and preparation of a proposed budget for the Information Technology Department to be submitted to the Mayor or his or her designee on or before a date determined by the Director of Finance. Such budget shall take into consideration the obligations of maintenance, operation, upkeep, protection of buildings, lands and other facilities devoted to Information Technology Department uses.
