(a) Local organizations composed of residents of the city, organized and operated for the benefit of such organizations of the city as a whole, shall have the free use of City Hall.
(b) Local individuals or organizations not covered by division (a) hereof shall pay $7 per day, of which the city shall pay $5 to the custodian for his or her services in connection with such use, and such individuals or organizations shall have the use of the dining room and kitchen in the basement only.
(c) The use of other parts of the City Hall by local individuals or organizations listed in division (b) hereof shall be granted and the price therefor fixed by special action of Council.
(d) Nonlocal organizations or individuals may use City Hall, or parts thereof, and permission for such use and the price thereof shall be fixed by special action of Council.

(e) Before the granting of any permit, a request shall be made to the city upon forms to be provided by the city, which forms shall state, among other things, the name, address and purpose of the organization desiring the permit, the date and hours when the building is to be used, and the size of the space or the number of rooms desired by the applicant. Such forms shall be signed by a responsible person, agent or officer of the applicant and shall guarantee, among other things, to make good any breakage or damage caused by the applicant in the use of the City Hall, that the premises shall be left reasonably clean, and that all ordinances of the city and statutes of the state will be strictly complied with.
(f) The permit shall inform the permittee that the city makes no guarantee that other organizations or individuals will not use the City Hall at the same time, provided different space is applied for.
(g) All requests must be made seven days prior to the date desired for use of the City Hall.
(h) It shall be the policy of the city to grant all permits in the order of the filing thereof.
(i) All permits may be rejected if any disorderly conduct takes place in connection with the use of the building or if any state laws or city ordinances are violated.
(j) All applications shall be made to the custodian of the City Hall and, in the event any question or controversy arises with reference to the use, nature of the organization or other matter, the question or controversy shall be referred to the Public Property, Public Utilities and Transportation Committee of Council, and its decision shall be final.
(k) All permits shall be issued over the signature of the custodian.
(l) No cancellation shall be accepted on bookings of City Hall unless made 48 hours prior to the time of the event, in which case the applicant shall be entitled to a refund of any deposit made, less any expense incurred by the city. Otherwise, the deposit shall remain with the city as liquidated damages.
(m) No permit shall be issued without the rental being paid in advance.
(n) The Public Property, Public Utilities and Transportation Committee or the Mayor may refuse any permit which, in its or his or her opinion, should not be issued in the best interests of the city.
