No burial shall occur at any cemetery located within the city unless the body is encased in either a steel or cement vault. However, nothing herein contained shall be construed to require the encasement of the body in a vault for burial at any cemetery or part thereof owned, operated or leased by or in conjunction with a religious organization, or at any other cemetery or part thereof if a religious organization so requests, provided that all burial sites are properly and safely located and maintained by the cemetery.
