§ 1064.14 PLANTING RESTRICTIONS AND REQUIREMENTS.
   The following restrictions and requirements shall govern all plantings on cemetery lots within city cemeteries:
   (a)   No shrubs or bushes shall be permitted to be planted on grave sites except those which are in place and continue to be maintained as of January 1, 2013.
   (b)   No glass containers or vases will be permitted on grave sites.
   (c)   Flower beds are permitted as long as the width does not exceed the base of the monument stone and are not excavated more than 12 inches in depth.
   (d)   No flower beds will be permitted to be planted in the center of any individual grave site.
   (e)   No rose bushes or vegetative plant which incorporates or produces thorns or barbs or creeping vines will be permitted to be planted on any individual grave site.
   (f)   No full grave covering shall be permitted, except those which are in place now, and continue to be maintained as of January 1, 2013.
   (g)   No single plants in the center of any individual grave site will be permitted.
   (h)   All plantings shall be maintained by the lot owners or their agents. Plantings which are not properly maintained or do not conform to the requirements set forth in this section will be removed.
   (i)   Winter wreaths may be in place only from November 15 to March 1 of each year. After that time, all wreaths will be removed from individual grave sites.
