(a) The charges for opening graves in the city cemeteries shall be as follows:

(b) The foregoing grave opening charges shall be applicable during the calendar year 2013. Commencing January 1, 2014, and annually thereafter, the foregoing charges shall be automatically adjusted so as to reflect the change in the United States Department of Labor’s Consumer Price Index, for All Urban Customers, for the prior calendar year.
