No buildings or structures of any kind other than such as are necessary in the maintenance and operation of the cemetery shall be erected, altered or maintained upon any cemetery property within the city, except that in connection with any keeper’s house, a detached garage for housing not more than three automobiles may be erected and maintained, and such sheds and out-buildings as are usually incidental and appurtenant to houses in the same locality.
