§ 1060.05 RECYCLING POLICY.
   (a)   Purpose and declaration of policy. This section has been created because of the great interest of the city in preserving the environment by reducing the amount of refuse sent to landfills and in reducing cost to the city incurred by way of disposal fees. It shall be the policy of the city to reduce the amount of solid waste generated and to encourage residential and city participation in recycling of recyclable materials to the fullest extent possible.
   (b)   Establishment of program. There is established a program for the separation of certain recyclable materials from refuse which shall apply to properties covered by this chapter and shall be carried out under the supervision of the Director of City Services and his or her designees.
   (c)   Separation of recyclable materials. Each owner or occupant covered by this chapter shall be encouraged to separate all designated recyclable materials from other refuse in accordance with the provisions of this chapter and the regulations arising from this chapter. These recycling requirements shall apply to all properties covered by this chapter. Each owner or occupant of a property which receives city solid waste collection service shall be encouraged to separate from other refuse all recyclable materials designated by the Director of City Services in rules and regulations issued under this chapter. This policy shall also apply to all city-owned buildings and schools receiving such services.
