§ 868.06 PERMIT FOR MINOR WORK; FEE.
   (a)   All applications under this chapter, when determined by the City Engineer to be so minor, desirable and without potential harm to adjacent landowners and the public health, safety and general welfare, shall be permitted by the City Engineer, in writing, subject to such conditions as he or she may require in the public interest. The permittee shall notify the City Engineer of the completion of the work, which shall then be inspected by the City Engineer, or his or her designee. In all cases, completion of the work and restoration shall include the requirement that a minimum of three inches of topsoil cover be placed back over the ground.
   (b)   The fee for the permit and the inspection shall be $25. Such applications need only contain so much information as the City Engineer may require and need not be referred to the Board of Zoning Appeals. Further, no bond shall be required. However, the penalty provisions of § 868.99 shall apply to any violation of any such permit issued by the City Engineer.
