Each and every accident involving a taxicab operated under a license in this city, whether such accident occurs within or without the limits of the city, shall be reported immediately to the Police Chief. Every owner or operator of a taxicab shall file a statement with the Police Chief of all claims made or judgments obtained against such operator or any driver.
