Any person desiring a certificate of registration shall first make application to the Building Department. If satisfied as to the competency of the applicant, the Chief Building Official or his or her designee shall issue a certificate of registration to the applicant authorizing him or her to engage in or work at the trade or occupation of sewer installing in the city. Such certificate of registration shall be for a period of one year, dating from January 1 of the year of issuance, and shall expire on December 31 next following the date of issuance. The fee for such certificate of registration shall be in accordance with the provisions of § 1424.11.
