No person, firm, association, corporation or other entity shall possess, keep, maintain, use, exhibit or operate, or permit to be possessed, kept, maintained, used, exhibited or operated, in or upon any premises in his or her possession or under his or her control in any retail or commercial district of this city, an amusement device, without first obtaining a permit or renewal thereof from the Chief Building Official.
