Pursuant to R.C. § 2981.13, a Law Enforcement Trust Fund is hereby established, which Fund shall consist of the proceeds of the sale of contraband which has been lawfully seized and forfeited to the Police Department pursuant to R.C. § 2981.13. Proceeds distributed to the Fund shall be allocated from the Fund by Council to the Police Department and shall be expended only for the following purposes: to pay the cost of specialized equipment, to pay the costs of protracted or complex investigations or prosecutions; to provide reasonable technical training or expertise; to provide matching funds to obtain federal grants to aid law enforcement; or for such other law enforcement purposes as Council deems appropriate. The Fund shall not be used to meet the operating costs of the city that are unrelated to law enforcement.
