The Public Works Department shall have the right to enter upon the sites of improvements for the purpose of inspecting them and shall be furnished with soil and materials tests by a competent laboratory as may be required to determine the acceptability of such materials. The costs of these tests shall be borne by the subdivider. (1986 Code § 13-6-6)
