All improvements in the public right of way shall be constructed under the general inspection and approval of the Town. Primary responsibility for control of the quality of the improvements remains with the subdivider, and he shall, upon completion of the improvement, provide a certificate from a registered professional engineer that all work has been completed in accordance with approved plans and specifications as specified in Chapter 6 of this Title. It should not be expected that inspection by representatives of the Town will in any way eliminate the need for regular inspection during the entire construction period by the subdivider's project engineer. The Public Works Department shall be notified at least three (3) working days prior to restart of construction. (1986 Code § 13-6-5)
