11-3-5: IDENTITY OF SUBDIVIDER:

When submitting the tentative map, the subdivider shall certify in writing to one of the following:

   A.   That he is the record owner of the property;

   B.   That the identified record owner of the property consents in writing to the filing of the map. (1986 Code § 13-4-5)
